CLI Blocking: Stopping Number Spoofing

Since January 2025, UK telecom providers have been required to block international calls that falsely present themselves as UK numbers — one of the most common tactics used by overseas scam call centres.

This is particularly important because consumers are far more likely to answer calls that appear to come from a UK mobile or landline number.

The telecoms industry is now implementing smarter verification systems that can distinguish between:

  • Genuine UK users calling from abroad
  • Fraudulent spoofed calls pretending to originate in the UK

Frameworks such as ND1526 are helping providers identify legitimate roaming traffic while still blocking suspicious activity.

Traceback Technology: Following the Fraud Trail

Another major focus at the summit was “traceback” technology.

Traceback allows telecom providers and investigators to identify where fraudulent calls originated and follow the route those calls took through multiple networks.

Traditionally, telecom fraud investigations could take weeks or even months. The newer traceback systems discussed at the summit aim to reduce this process to hours.

This is a significant step forward because fraudsters frequently rely on complex international routing to disguise their identity.

Faster traceback means:

  • Fraudulent providers can be identified quicker
  • Evidence becomes actionable faster
  • Criminal infrastructure can be shut down sooner
  • Consumers and businesses are protected more effectively

Do Not Originate (DNO) Lists

The industry is also expanding the use of “Do Not Originate” (DNO) lists.

These are shared databases of phone numbers that should never legitimately make outbound calls. If traffic suddenly appears from one of these numbers, providers can immediately flag or block it as suspicious.

According to discussions at the summit, the UK has already identified thousands of high-risk numbers, with broader international collaboration planned to expand protection globally.

AI and Machine Learning Are Becoming Critical

Artificial intelligence is now playing an increasingly important role in fraud prevention.

Telecom providers are deploying AI systems capable of:
